Cause IN effect

When people do something, and others judge them, they are judged by their actions, right? But what if two (or more) people do something..the same physical action, but with different motives. Should they be judged due to their reasons rather than their actions ?

One mans terrorist is another mans saviour ?

One type may criticise someone because they are aggressive and wish to knock their confidence to gain some sort of control, where as another type may perform the same criticism because they think it may help the person to become 'better'.

Does this also mean the motives of someones actions should be taken into account more so than the action itself when trying to determine type ?
